Investment and Delivery Team
The Investment and Delivery Team works through the Dacorum Investment Partnership, a 50/50 collaboration with The Hill Group. They deliver new affordable homes and major regeneration projects across the borough. Their priorities include transforming Hemel Hempstead town centre with new homes, commercial space and leisure facilities, and putting investment plans in place to guide regeneration and development work.
Humanitarian Response Team
The Humanitarian Response Team delivers Dacorum Council’s refugee resettlement response, coordinating services to provide support, interventions, training and guidance so households sustain tenancies, integrate locally, and meet obligations under the full dispersal programme.
Housing Cleaning Team
The Housing Cleaning Team provides routine cleaning to communal areas in blocks of flats and sheltered schemes and works with partner teams to address fly-tipping on housing land. The team delivers cleaning and window cleaning across Supported Housing and General Needs housing stock, with updated schedules to ensure consistent standards and greater transparency for residents. They also provide a voids cleaning service for vacant properties, helping the Empty Homes Team prepare homes quickly so they can be re-let to meet demand for Council housing.
Tenancy Management Team
The Tenancy Management Team manages all aspects of tenancy from the point a tenant moves into their first Council home. New tenants hold an Introductory Tenancy for at least 12 months before they may be granted a Secure Tenancy if they meet the terms of their Tenancy Agreement. Tenancy Management Officers provide guidance, manage tenancy issues, and carry out regular tenancy reviews to ensure homes are well maintained and occupied correctly. The team also carries out neighbourhood inspections and works with the Community Safety Team to identify and address issues such as repairs, vandalism and antisocial behaviour.
Rent and Income Team
The Rent and Income Team collects rent and service charges, monitors rent accounts, and provides proactive support to prevent arrears and tenancy loss. During the Cost-of-Living crisis they reassure tenants facing new financial difficulties and help ensure tenants maximise income by claiming all eligible benefits.
Supported Housing Team
The Supported Housing Team provides independent living support for people over 60 across 29 sheltered schemes and 600 dispersed one‑bed homes. Schemes offer self‑contained flats or bungalows, communal lounges, and regular contact from a Supported Housing Officer. The service is accredited ‘Outstanding’ by Erosh and is working with residents on a new Supported Housing Strategy.
Housing Needs Team
The Housing Needs Team manages Dacorum’s Housing Register, oversees housing allocations and nominations, and processes social‑housing applications. Applicants must meet Allocations Policy criteria, then can bid on suitable properties. The team also issues Direct Offers for homelessness cases, management needs, or required adaptations.
Temporary Accommodation Team
The Temporary Accommodation Team provides short‑term emergency housing for eligible homeless households and assigns a Welfare and Sustainment Officer to support residents with employment, school attendance, benefits, health needs, and referrals to specialist agencies. Temporary Accommodation Officers manage operational tasks, including licence compliance, allocations and fee collection.
Service Charges Team
The Service Charges Team calculates annual service charges for leaseholders based on actual costs of communal services such as lighting, cleaning, grounds maintenance, insurance and lift sinking funds. The team also conducts legally required Section 20 consultations on planned major works, allowing leaseholders to give their views.
Tenancy Sustainment Team
The Tenancy Sustainment Team supports households facing multiple disadvantages that put their tenancy at risk. Referred residents receive tailored housing‑related support from a specialist officer, who assesses need and risk and creates a support plan involving direct help, signposting, or engagement with partner agencies. The team also provides Welfare & Sustainment support for homeless residents placed in temporary accommodation during investigations.
Enforcement Team
The Enforcement Team (Community Safety, ASB, and Safeguarding) works with statutory and non‑statutory partners to keep Dacorum safe, protect vulnerable adults and children, reduce crime and disorder, and prevent ASB. They use both informal and formal interventions to resolve issues.
Commercial Housing Contracts
This team manages all procurement and contracts within Housing and Property Services, worth over £70 million a year. They oversee how contracts are chosen, delivered, and monitored.
Homelessness Prevention Team
The Homelessness Prevention Team assesses all requests for housing advice or homelessness support under legislation, making referrals where needed. They help with housing options including the housing register, prevention grants, accessing private rented homes, and move‑on accommodation. They are developing a new Homelessness and Rough Sleeping Strategy.
CCTV Team
The CCTV Team operates a 24/7 control room monitoring public‑space and housing‑area cameras to prevent, detect and reduce crime, disorder and anti‑social behaviour, including drug and alcohol‑related incidents. They also support statutory agencies such as the police by helping them deploy resources effectively.
Community Safety (including Safeguarding)
The Community Safety Team leads the council’s strategic community safety responsibilities and coordinates the Community Safety Partnership, which develops policies and interventions to address crime and disorder across the borough. Their priority is ensuring people feel safe at home, in public and at work.
Safe Homes
Safe Homes ensures council‑owned homes meet all safety legislation through fire risk assessments, Legionella testing, gas and electrical checks, and asbestos management, while also fulfilling Building Safety Act requirements. The team keeps communal areas clear under a zero‑tolerance approach to reduce fire and trip hazards.
Responsive & Key‑to‑Key Team
They make sure homes are well‑maintained for current tenants and fix up empty homes before new tenants move in. Repairs are done by CARDO, and gas work is carried out.
Planned Works
This team manages long‑term improvement projects such as new kitchens, bathrooms, windows, doors, and roofs.
Aids & Adaptations
They help tenants with disabilities by installing adaptations in homes, either council or private, based on assessments from Hertfordshire County Council.
Private Sector Housing Team
The Private Sector Housing Team regulates safety and legal compliance in private homes, offering advice and taking enforcement action where necessary, including prosecutions and civil penalties. They carry out statutory duties such as HMO licensing, addressing serious housing hazards, and managing high‑rise building safety in partnership with Hertfordshire Fire & Rescue under the Building Safety Act.
Asset Management
Asset Management maintains the condition of council homes through three teams. The responsive and key‑to‑key teams ensure homes remain in good condition during and between tenancies. Repairs are delivered by CARDO, with gas safety and servicing provided by Sureserve Group Ltd.
Valuation & Estates
Valuation & Estates and Building Services manage the council’s commercial properties—such as shopping areas, industrial estates, and community buildings—handling leases, property transactions, and generating around £5.8 million a year. They also ensure these buildings are well‑maintained and provide safe, efficient, and affordable spaces for businesses and community groups.
The Strategy, Quality and Assurance Team
The Strategy, Quality and Assurance (SQA) team leads tenant engagement and service improvement, helping all housing teams meet consumer standards by providing tools, training and support. They help run surveys, create online engagement pages, oversee policies and key documents, and collect all housing data for government returns. They also organise staff events like the housing breakfast club to support learning and networking.
